BIO

Emeritus Professor of Political Science

A New Zealander and graduate of Victoria University of Wellington, and the John F Kennedy School of Government at Harvard University, USA. He retired in January 2010 from his position as Professor of Political Science in the School of Government, after more than 35 years with Victoria University of Wellington. He was a Visiting Professor from 2010 to 2011 in the Department of Public and Social Administration, City University of Hong Kong.

In 1977 he was awarded a Frank Knox Memorial Fellowship at Harvard University, and in 1995 he received the Sam Richardson Award for the most important/influential article in that year's volume of the Australian Journal of Public Administration. He has published widely in the areas of public administration and management, and public policy, with particular reference to issues of accountability and responsibility. Before joining the staff of Victoria University of Wellington in 1974 he worked for 12 years with the former New Zealand Broadcasting Corporation and for one year in local government.
