I am the undergraduate programme director for the BCom Management major, and teach decision-making and operations management in the School of Management. I have a multidisciplinary academic background in Operations Research, Economics, Management and Public Policy, and have practitioner experience in the information technology and health sectors. My previous role was as general manager of the New Zealand Institute for the Study of Competition and Regulation at Wellington School of Business and Government.

My current research focuses on the governance, policy and management of new technology projects, particularly mobile telecommunications,  distributed ledger (blockchain) applications and artificial intelligence regulation. This draws on my work in decision-making under uncertainty, risk and risk management and the intersection with government funding, policy decisions and regulatory interventions. The latter includes my work on public-private partnerships in both the telecommunications and health sectors. I have a particular interest in comparing the effects of new technology projects in small, remote and developing countries, with to those in large, centralised economies, focusing on the effects of scale and distance on outcomes. My research is multidisciplinary, and predicated upon a systems view of interactions within projects, firms, industries and economies.

In my wider activities, I am a a Law and Economics Association of New Zealand Fellow, Secretary of the International Telecommunications Society and Associate Editor of the Journal Telecommunications Policy. My research affiliations include Senior Research Associate of the Public Utility Research Center, Warrington College of Business Administration, University of Florida, Adjunct Scholar at the American Enterprise Institute in Washington, DC, where I blog approximately fortnightly on matters pertaining to technology policy, and Research Principal at the Institute for Technology and Network Economics. I have undertaken a variety of consulting projects for both public and private firms in New Zealand and internationally, and have participated by invitation in forums and regulatory proceedings in New Zealand, the United States, Canada, the South Pacific, South Africa and for the African Development Bank.

I reside on a lifestyle block in Te Horo on the Kapiti Coast, firmly grounding my perspective on the challenges of remoteness and small scale.
