BIO

I am an economist who since 1976 has held various positions at Victoria University and in the private and public sectors.

In the 1970-80s I specialised in statistical analysis of economic data and the economics of firms and consumers. Since then, my focus has been on economic organisation and performance of firms and markets, and the effects of competition law and regulation on performance. It has included study of commodity - often energy - market issues. My interest in research and teaching has been in the development of approaches to organisation and regulation that recognise the risk and uncertainty inherent in decision-making over time.

I have had a number of public and private positions and activities. They include membership of the NZ electricity market’s (NZEM) Surveillance and Compliance Committee. It oversaw and enforced the rules of the electricity market from the inception of the market in 1996 to 2004. I was a Lay member of the NZ High Court for matters of commerce, 1996-2011; a Special Adviser to the Environment Court, appointed pursuant to the Resource Management Act, 2013-2014; NZ Delegate to ASEAN-Australia-New Zealand FTA 5th Joint Committee (Cairns Australia); presentation “Structural Reform: the Dairy Industry of New Zealand” to the APEC High Level Conference on Structural Reform, Tokyo 2004; Economic Advisor to the Gas Industry Company Technical Advisory Group on managing pipeline scarcity, 2011-2013. I have acted as consulting economist on a range of matters in the public and private sectors. I was Executive Director of the NZ Institute for the Study of Competition and Regulation for 1997-2004: located at Victoria University it was funded by a group of private and public sector entities and had a wide research ambit.

I was elected to Gamma Sigma Delta and Phi C Kappa Phi Honours societies in the 1970s; awarded the NZIER-Quantas economist of the year award, in the second year of the award, 1996; appointed a Distinguished Fellow of the New Zealand Economics Association in 2005; a Fellow of the NZ Law and Economics Association in 2009, and an officer of the NZ Order of Merit for services to education from 2011.
